THE HONOR COMMITTEE

For almost forty-five years of existence, the Philippine National Police Academy grows strong with its motto, To Learn Today, To Lead Tomorrow. It stands firm with its aim to produce highly capable officers of the tri-bureau service that shall help lead the country and its law-abiding citizens to grow and foster. The training and education it offers to the cadets mold their character to become refined individuals who are expected to have the qualities of a good leaders. The Academy’s core values of justice, integrity, and service are their guiding principles on how they should behave as cadets as they prepare themselves to serve the country.


One distinct attribute that makes a cadet is the so-called Honor Code and Honor System. It contains the four tenets namely lying, cheating, stealing, and tolerating which should not be violated. The code is detailed and clear about what it entails, which gives the honor system a framework and foundation for personal ethics. If an act and intent are present, and if a person is deceived and took undue advantage of other people, he must face the consequences. The honor code recognizes no mitigating circumstances, and anyone who violates it shall face the committee and prove his innocence.


The Honor Committee has the sole responsibility of enforcing the code. Each representative from the eight companies is cognizant of their responsibilities on how to carry it out to the corps of cadets. The committee participates in all corps activities as the highest organizational body in order to uphold the corps' high standards of integrity and prevent possible violations of its four tenets. The Honor Committee is spearheaded by CDT 1C Justin Paul Saltin Ducay as the chairman, together with CDT 1C Abdul Rachman Capal Simban as the Vice Chairman. The Regimental Commander, CDT 1C Pampilo Alicaya Paiton II serves as an ex-officio member. Furthermore, sixteen representatives from MASIDTALAK Class of 2023, Layag-Diwa Class of 2024, Sinag Lawin Class of 2025, and Silang Paglaom Class of 2026 complete the members of the honorable board.


The cadets' trust and honesty are fostered by the honor code and honor system. In an effort to strictly implement it, the honor committee has developed concrete plans and programs to improve the code. Recently, the committee conducted an inspection for borrowed items to ensure that everything should be in the possession of its rightful owners. Daily indoctrination programs are carried out to keep the cadets from forgetting what the code means. Moreover, the honor committee conducted an integrity week which became an avenue for the cadets to remember what the code entails. The cadets also took an oath and signed a covenant which signified that they fully understand and accept that they are fully bounded by the honor code.


Indeed, the honor code is a vital aspect of a cadet’s life. The honor committee members conscientiously do their part in keeping the cadets from committing honor code violations through constant supervision. Their constant efforts reinforce the spirit of the code that becomes a way for them to do the right thing and live honorably.
